This little addon adds the shift-functionality to the Action bars, so you have to press the shift key in order to unlock the Action bar for switching items.
You know this functionality from World of Warcraft.
I don't know why Runes of Magic didn't copy this functionality too as they copied as nearly everything from them o_O
