No Level Scaling

The Blood of Dawnwalker 1.0.4 ready

Simple mod that prevents enemy level is catching up player's level when outscaled. Affects generic NPCs and bosses. Not an ultimate "no scaling", but enemies will always stay in area level range. That means way less sponginess in the area when you got a few levels.

By default vanilla uses 2 level scalings:

Difficulty-based: Easy -2, Normal 0, Hard 2, Very Hard, 3, Overpowered, 4. Mod doesn't change that.
Offset-based: Spawn Level Offset Normal / Outscaled = 3 / 0 (enemies can't have lower level than player). Mod changes that to -50, in result all outscaled enemies will fallback to their minimum aka "area" level.

Aka soldiers in the camp outside of Laslea will have level 3 even if you are level 50.
